In 1998, Rufus was unknowingly the chopper pilot for a group of Intelligence Convergence Group agents within Delta, led by Wade Brandeis, who were sent to Knight's position after he reported seeing Osama bin Laden meeting with CIA operatives. Knight eventually intervened by injuring the instigating pilot and threatening the other NightStalker pilots, which saw the teasing stopped. The only one who didn't tease or harass him was Captain Aloysius Knight, whom he had worked with on several occasions. While Rufus proved himself an exceptional aircraft pilot, he was teased by his fellow pilots for his awkwardness in social situations, and was often tricked with pranks which saw him being sent to briefings he wasn't meant to be at or having women act sexy towards him. When preparations are complete, new access rights will come into force along the route and adjoining spreading room.Through unknown circumstances, Rufus joined the aerial wing of the United States armed forces, and eventually became one of the NightStalker helicopter pilots who flew Delta Force operators to their missions. The first step will be to contact owners and occupiers of the affected land to discuss the design and location of any new infrastructure which is required such as signs and gates. Once the Secretary of State has approved the report, Natural England will start work with Dorset County Council on preparing the route for public use. The Secretary of State will take these into account when deciding whether to approve Natural England’s coastal access report for this stretch of the coast. The planning inspector will now make a report and recommendation about the objections to the Secretary of State. The inquiry concluded on 13 December 2016. After considering these objections, the inspector was minded to determine that Natural England’s proposals do not strike a fair balance in respect to 2 objections and invited further representations on these objections. Objections were forwarded for consideration by an independent inspector from the Planning Inspectorate (the ‘appointed person’). The period for making formal representations and objections about the report closed at 5pm on 2 September 2015. On 8 July 2015, Natural England submitted a report to the Secretary of State for Environment, Food and Rural Affairs setting out the proposals for improved access to the coast between Lyme Regis and Rufus Castle, Portland.
